| Fanaticism: Libyan criminal cities and tribes |

and laws are powerless in front of this rabies Infected people
don’t understand that language and don’t realize its content. There is no law
governs them, but their enthusiasm and rush. Every fanatic is wily who has no
sentiment; he is also a killer who assassinates with good intentions for a
cause he believes in and thinks it is good”.
Voltaire’s words illuminate an important side of the Libyan crisis after fanaticism plagued the country with all its forms and started to threaten its existence.

Libyan cities
and tribes are heavily hit by fanaticism. They have turned into crazy
populations own all types of weapons and militias that include all its
components; women, men, elderly and children. In year 2011, media started
incitement, turning cities and tribes into militias.
Militia city
and militia tribe started to compose, and joining it became a task for every
member of it. It reached closing schools, universities and markets in
preparation for war seasons; in the end it receives its dead with chants and
honorary bullets. It is like if all those have only come to life to be sacrificed
to the God tribe or city. This asserts Voltaire’s words; “those who have
fanaticism have no sentiment”.
Five years have
passed; the ugliest crimes are committed by gangs that don’t hide, but show off
their affiliation to cities and tribes and write their names on tanks and
artilleries.
Their crimes
reach all; they break into state institutions,
arrest official, issue decisions and laws with the power of weapons,
block roads, hold check points, arrest upon identity, mass murders,
displacement, rob banks, block oil export,
and protect gangs and extremist groups.
All these
crimes and more still happen. No government or official authority will be able
to deter these criminal cities and tribes, unless reasons of fanaticism were
addressed.
This isn’t a
call for trial or conviction for these cities and tribes; tribal criminal
populations are aware that they can’t be tried no matter how heinous their
crimes are since they shelter behind their plenty.
What is
important is how to work to dismantle and disarm these extremist crowds and
stop media incitement that mobilize and manipulate their minds filling them up
with fear of dismantle and give them power to crush whoever disagrees with them
without considering repercussions.
Tribal
fanaticism and extremism has pushed Libya into dangerous swamp that threats its
united existence. The Libyan writer, Mansour Bushnaf, didn’t exaggerate when said
in his article “Lurking tribes” that: “Libyan tribes have been standing against
forming an alternative body to it; the state. They insist on the existence of
its own state with its culture, economy, politics, and borders; tribes have
been lurking its primary enemy (the state) throughout Libyan history, they now
have the chance to declare their state.
If Libyan don’t understand this danger and fight this stream, that
sweeps everything under logos of revolution, patriotism, interests and rights,
the world will deal with us as disintegrated body and tribes. The world will
put plans to benefit from conflicts between the tribes”.
That is what is
truly happening; countries around the world have shared Libyan tribes and
cities. Tribes and countries don’t even feel shame announcing loyalty to Arab
and West countries. Some regional countries impose entry and exit visas to
certain tribes and exempts other. Leaders of some countries and tribes go with
no shame to receive financial and military support and hold reconciliation
meetings in foreign capitals.
Libya for them
is no more than a battle field. Some tribes also received delegation and
ambassadors of foreign countries to hold talks and agreements as if they are
independent state.
It has been
proven throughout years that these cities and tribes are the real enemy that
keeps destroying Libya that is controlled by fanaticism and extremism. They
solely control the fate of this country.
What is
pathetic is that we have been waiting for 5 years for a reasonable solution
from fanatic lunatics. The Libyan city or tribe that outraged for not receiving
its share in government seats and impose its views won’t bow to any authority
as long as it is packed by its crowds. There will be no solution, as long as
these crowds exist and don’t have loyalty to Libya rather than a tribe or city.
Tribes and
cities as political and military bodies can have no rule in the current stage,
but committing more crimes and causing more division. They actually became
enemy competitive independent bodies to the Libyan state.
Those who
defend tribes are nothing but illusionists or involved in the ambush of tribal
and regional fanaticism, including who perceive themselves as intellectuals,
activists and political elites.
Those who are
said to be “intellectual elites” who turned to strong defenders of their tribes
are applicable to what psychologist, Gustave Le Bon, said, “he may be a
mentally efficient when isolated from the herd and before losing his
independence and all the mental advantages, however, as soon as it engages in
the fanatical crowds, he becomes instinct-driven and thus brutal, and
characterized by spontaneity and violence of primitives, and it becomes
vulnerable to words and images which lead him to committing any action even if
it is contrary to its personal interests”.
Any individual
involved in fanatic human herd is, according to Le Bon, a “grain of sand
amongst others that wind moves it as it pleases”. We can’t deny that Libya has
lost many of who got infected with fanaticism after their tribes, cities and
religious groups swallowed them.
For that, we
call on all intellectual and educated elites and youth who fell for tribal and
regional fanaticism to run out of this ideological, militia or regional herd
whenever the opportunity is open.
They will
definitely lose the feeling of strength the human herd grants them, but they
will regain their consciousness, freedom, humanity, and save their nation.
The war we are
before now is dismantling these regional, tribal, religious and ideological
herds. Let’s try to flee the cities’ herds and fanatic tribes and declare
loyalty to the nation.

التعصب: المدن والقبائل المجرمة

«التعصب: جنون كئيب، فظ، وهو مرض يصيب العقل ويعدي كما يعدي الجدري،
وهو داء مقيم يصعب شفاؤه» هكذا وصفه فولتير ويضيف بأنه: «لا القوانين ولا الدين تكفي
لمكافحة هذا الطاعون الذي يصيب الأنفس. بل أن الدين ينقلب سماً ناقعاً في الأدمغة المصابة
بالتعصب، عوضاً أن يكون بلسماً لها، والقوانين عاجزة كل العجز إزاء هذا السعار، فالمصابون
بداء التعصب لا يفهمون لغتها ولا يدركون مضمونها، وليس من قانون يحكمهم إلا حماسهم
واندفاعهم، وكل متعصب مكار لا وجدان له، كما أنه قاتل يغتال عن نية حسنة في سبيل قضية
يظنها صالحة».
لعل كلمات فولتير هذه تنير
جانباً مهماً من المسكوت عنه في الأزمة الليبية، بعد أن استشرى في البلاد وباء التعصب
وبكل أشكاله، وأصبح يهدد استمرار وجود هذا الكيان.
مدن وقبائل ليبية بأسرها يفتك
بها داء التعصب، وتحولوا إلى حشود بشرية مجنونة تمتلك كل أنواع الأسلحة، وأصبحت القبائل
والمدن «ميليشيات مسلحة» بكل فئاتها ومكوناتها، بنسائها وشبابها وشيوخها وأطفالها أيضاً،
فمنذ 2011 بدأ التحريض والتحشيد الإعلامي وتحويل تلك المدن والقبائل إلى ميليشيات مدججة
بالأسلحة وبدأت تتشكل «المدينة الميليشيا»، أو «القبيلة الميليشيا»، وأصبح واجباً مقدساً
لكل أفراد القبيلة أو المدينة الانخراط ضمنها كل حسب مهمته، ووصلت إلى إغلاق القبيلة
أو المدينة مدارسها وجامعاتها وأسواقها لأن حالة الاستنفار والتأهب للحرب في مواسم
الغزوات لا تستثني أحداً من أفرادها، وفي نهاية كل حرب يستقبلون جثث أبنائهم بالزغاريد
وإطلاق الرصاص، وكأن أولئك الشباب لم يأتوا لهذه الحياة إلا ليكونوا قرابين للمدينة
أو القبيلة الإله، وهذا يؤكد قول فولتير: «إن المصابين بداء التعصب لا وجدان لهم».
خمس سنوات وأبشع الجرائم يتم
ارتكابها من قبل عصابات لا تخفي انتماءها لمدن وقبائل بعينها، بل وتفاخر بكتابة أسماء
مدنها على مدرعاتها ودباباتها، وجرائمها لا تستني أحداً، من اقتحام لمؤسسات الدولة
واعتقال المسؤولين وإصدار القرارات والقوانين بقوة السلاح، وقطع الطرق ونصب نقاط التفتيش،
والاعتقال على الهوية وارتكاب جرائم القتل الجماعي وتهجير وغزو المدن والقرى الليبية
الأخرى، والاستيلاء على المؤسسات الحيوية ونهب المصارف وإيقاف تصدير النفط، الذي تسبب
بالانهيار الاقتصادي للدولة، وكذلك توفير الحماية للعصابات والتنظيمات الإرهابية المتطرفة...،
كل هذه الجرائم وأكثر لا زالت تحدث، وبلا رادع، وستستمر بالتأكيد، ولن تستطيع أية حكومة
أو سلطة رسمية إيقاف أو ردع تلك المدن والقبائل المجرمة، ما لم يتم القضاء على أسباب
التطرف والتعصب الذي تعانيه تلك المدن والقبائل.
وهذه ليست دعوة للمحاكمة أو
الإدانة لتلك المدن والقبائل، فالحشود القبلية المجرمة تدرك جيداً أنه لا يمكن محاكمتها
مهما كانت بشاعة جرائمها لأنها تحتمي بكثرتها؛ ولكن، المهم، هو كيفية العمل على تفكيك
تلك الحشود البشرية المتعصبة والمتطرفة ونزع سلاحهم، وأيضاً العمل على إيقاف المحرضات
الإعلامية التي تقوم بتحشيدهم وتتلاعب بعقولهم وتملؤهم بالذعر، والخوف من تفكك قطعانهم
البشرية التي تمنحهم تلك القوة العارمة لسحق وتدمير كل مَن يختلف معهم دونما أدنى تفكير
في العواقب الوخيمة لأفعالهم على البلاد بأسرها.
فلقد دفع التعصب والتطرف القبلي
ليبيا إلى مستنقع خطير يهدد فعلاً استمرار وجودها ككيان موحد، وليس مبالغة ما أشار
إليه الكاتب الليبي «منصور بوشناف» في مقاله «القبائل المتربصة» بقوله: إن «..القبائل
الليبية تقف الآن كما وقفت دائماً ضد تكوين كيان بديل لها هو الدولة، وتصر على بقاء
دولتها الخاصة، بثقافتها واقتصادها وسياستها وحدودها المرسمة بطابوهات العصر التركي
العتيد....، ولقد ظلت القبائل تتربص بعدوها الأول (الدولة) عبر التاريخ الليبي، وتجد
الآن فرصتها لإعلان دولها، إن لم ينتبه الليبيون لخطورة ذلك ويقاوموا هذا التيار الجارف
الذي يجتاح كل شيء تحت شعارات الثورة والوطنية والمصالح والحقوق... فإن العالم سيتعامل
معنا ككيان مفتت، وسيؤسس علاقاته بنا على هذا الأساس وسيرسم خططه لنا كقبائل يمكن الاستفادة
من صراعاتها ومصالحها المتضاربة وإن حافظ إلى حين على قشرة هشة لها شكل الدولة ومؤسساتها».
وهذا ما يحدث فعلاً، فقد تقاسمت
دول العالم القبائل والمدن الليبية، ولا تجد القبائل والمدن حرجاً في إعلان ولائها
لدول عربية وأجنبية، بل إن بعض الدول الإقليمية أصبحت تفرض تأشيرات الدخول والخروج
على قبائل ومدن ليبية معينة وتعفي قبائل ومدناً أخرى...! ولا يخجل زعماء بعض المدن
والقبائل في التوجه لعواصم عربية وعالمية لتلقي الدعم المالي والعسكري، وعقد اجتماعات
المصالحة والهدنة في العواصم الأجنبية، أما ليبيا فبالنسبة لهم لا تصلح إلا ساحة للاقتتال
والحرب والغزوات القبلية. ولم تتردد بعض المدن والقبائل في استقبال وفود وسفراء دول
العالم لعقد الاتفاقات والمحادثات كأية دولة مستقلة.
لقد ثبت خلال هذه السنوات
أنه ليس هناك عدو حقيقي لليبيا يستمر في تدميرها وتخريبها غير هذه المدن والقبائل التي
تمكَّن منها جنون التعصب والتطرف القبلي. وهم وحدهم مَن يتحكم بمصير هذا البلد ومستقبله،
ومَن يقرر بأن يكون أو لا يكون. والمثير للشفقة والأسى فعلاً في حالتنا الليبية أننا
وطيلة خمس سنوات ننتظر حلاً متعقلاً من متعصبين مجانين لا عقل لهم. فتلك القبيلة أو
المدينة الليبية التي تغضب كثور هائج رافضة تشكيل حكومة ما، لأنها لم تأخذ نصيبها أو
«قرعتها» - حسب تعبيرهم - من الحقائب الوزارية وتفرض بالفعل رأيها، لن تقبل أبداً بالانصياع
والإذعان لأية سلطة طالما تملك قطعاناً بشرية شرسة توظفها لفرض رغباتها وإملاءاتها.
لذلك لن يكون هناك حل ما لم يتم تفكيك تلك الحشود البشرية القبلية وتستعيد آدميتها
وحريتها وانتماءها وولاءها لليبيا وليس لقبيلة أو مدينة أو عشيرة.
القبائل والمدن ككيانات سياسية
وعسكرية لا يمكن أن يكون لها أي دور إيجابي في هذه المرحلة عدا ارتكاب مزيد من الجرائم
ومزيد من التشرذم والانقسام. وهي بالفعل أصبحت كيانات مستقلة منافسة بل وعدو لليبيا
الكيان الموحد. وأولئك المدافعون عن القبائل والذين يعولون عليها ليسوا في الحقيقة
إلا واهمين أو متورطين في فخ التعصب القبلي والجهوي بمَن فيهم مَن يقدمون أنفسهم كنشطاء
ومثقفين ونخب سياسية.
ومَن يوصفون ب ـ«النخب المثقفة»
الذين انساقوا خلف قبائلهم ومدنهم وتحولوا إلى مدافعين شرسين عما يصفونه بحقوق قبائلهم
أو مدنهم أو أقاليمهم وعشائرهم، فإن العَالِم أو المثقف من هؤلاء وكما وصفه عالِم النفس
غوستاف لوبون: فإنه ربما يكون إنساناً متعقلاً ويتمتع بكفاءة عقلية وهو فرد منعزل عن
القطيع وقبل أن يفقد استقلاليته، وكل مزاياه العقلية، ولكن، ما أن ينخرط ضمن الحشود
المتعصبة حتى يصبح مقوداً بغريزته وبالتالي همجياً، ويتصف بعفوية الكائنات البدائية
وعنفها وضراوتها وحماستها، ويصبح عرضة للتأثر بالكلمات والصور التي تقوده إلى اقتراف
أي عمل ولو كان مخالفاً لمصالحه الشخصية.
إن الفرد المنخرط ضمن أي
قطيع بشري متعصب هو حسب وصف لوبون «عبارة عن حَبة رمل وسط الحبات الرملية الأخرى التي
تذروها الرياح على هواها». ولا ننكر أن كثيراً من هؤلاء ممن أُصيبوا بداء التعصب بكل
أشكاله قد خسرتهم ليبيا بعد أن ابتلعتهم قبائلهم ومدنهم أو جندتهم الجماعات الدينية
والعقائدية المتعصبة لخدمة مشاريعهم.
لذلك، ندعو تلك النخب المثقفة
والمتعلمة والشباب الذين وقعوا في أسر التعصب القبلي والجهوي، بأنهم إذا وجدوا فرصة
سانحة للتخلص من القطيع الأيديولوجي أو القبلي أو الميليشياوي الذي يحشرون أنفسهم فيه
فلا يترددوا في الفرار والنجاة بجلدهم وعقلهم...، صحيح، أنهم سيخسرون ذلك الشعور العارم
بالقوة الذي كانت تمنحهم إياه تلك الكثرة أو القطيع البشري الذي ينتمون إليه، ولكنهم،
سيستعيدون وعيهم، وحريتهم، وإنسانيتهم، وينقذون وطنهم...! فإن الحرب التي علينا خوضها
الآن هي حرب تفكيك هذه القطعان الجهوية، والقبلية، والدينية والأيديولوجية التي تتربص
بالوطن!، فلنحاول الإفلات من قطعان المدن والقبائل المتعصبة وإعلان الولاء للوطن
